About Blue Oak Capital
A U.S. company with an established presence in the Gulf.
Blue Oak Capital LLC is headquartered in Lakewood, New Jersey, with a regional office in Manama, Bahrain. We work with the Department of Defense, the Department of State and civilian agencies, taking on the facilities, infrastructure and support work their missions overseas depend on. U.S. accountability and contracting discipline are matched with people on the ground, established relationships, labor and supply chains across the six GCC states.
From design-build facilities and hardened construction to base operations support and contingency response, we take ownership of the whole requirement: scope, schedule, safety, host-nation compliance and the documentation contracting officers need at closeout.

How we deliver
The Blue Oak delivery model.
Federal work overseas fails on surprises: a permit that was never pulled, a crew that never cleared the gate, a submittal that never got logged. Our delivery model is built to remove them.
Plan the mission, not just the project
We map host-nation permits, base access, customs and site logistics before mobilization, so the schedule reflects reality in the Gulf.
Partner locally, lead from the U.S.
Vetted in-region trade partners and suppliers execute under U.S. project leadership, U.S. contracting terms and one accountable entity.
Perform safely, every shift
Site-specific safety plans aligned to EM 385-1-1, daily briefings and a stop-work authority that belongs to everyone on site.
Prove it with documentation
Submittals, daily reports, QC records and closeout packages built the way contracting officers and CPARS evaluators expect to see them.
Our commitments
What every client can expect from a Blue Oak contract.
A written safety program on every site, with incident prevention treated as a schedule and cost driver, not paperwork.
Firm pricing, realistic lead times and early warning the moment a risk to schedule or cost appears.
We manage every project to the five CPARS factors from day one: quality, schedule, cost control, management and small business.
Our Manama office means problems are solved at the site, in the time zone where the mission runs, not from a desk eight hours behind.
Partner network
Build with us.
We prime and we team. If you are a trade contractor, supplier, designer or small business with the capability to perform on federal work in the Gulf or the United States, we want to know you before the next solicitation drops.
Where we operate
Six Gulf states. One point of contact.
Our primary operating area is the Gulf Cooperation Council. From our regional office in Manama, Bahrain, home of U.S. Naval Forces Central Command and the Fifth Fleet, we maintain the relationships, registrations and freight lanes needed to perform in each member state, and we mobilize worldwide when a mission calls for it.
Global reach. CONUS and OCONUS work, including Europe, Africa and the Indo-Pacific, coordinated between our New Jersey headquarters and our Manama office.
